How to deal with a Crazy Cat Lady?
About 5 years ago, our neighbor got cats (or "adopted" some strays). They crapped in our backyard sometimes, but there were only a few and it wasn’t that bad because we didn’t use our backyard anyway.

But around 8 months ago, the woman retired. She spends all day talking to her cats or complaining to her husband, and she has taken better care of the cats and allowed them to multiply to about 20-30.

Now they have crapped all over our backyard, our front yard and our front garden, and I always hear her yelling in her yard a mere ten feet away from my room; even with the window closed she’s extremely loud.

We put up with it for a few months before inquiring with the local animal control office about our problem. They said that they cannot take away all of her cats for this reason alone; the best they can do is limit her to three cats or give us traps to trap them ourselves and take them to the Animal Control office one by one.

Neither solution is ideal to us, because we know she’s insane and unreasonable, and she’ll just get more cats. Is there any way to make sure she can never own cats again?
By "never own cats again" I meant make it illegal for her to own them, or be able to get her cats taken away if she ever gets new ones.
Also, the traps are FROM ANIMAL CONTROL. Read the question.

buy or borrow a great big dog that hates cats. If he doesn’t get them at least they will stay away from your yard.

I would contact your local Humane Society who can put you in contact
with rescue groups.She has a mental condition called hoarding.
This is a sickness I do not understand.

The rescue groups will hel get these cats neutered and spayed and
placed into good homes.

Yikes. This lady is definitely part of the overpopulation problem with cats if she’s letting them re-produce in droves.

But, there is no way to keep her from having cats unless she is guilty of animal cruelty or hoarding. Most humane societies and cities will still allow even a hoarder to keep a few cats, like animal control told you. Do the cats look healthy, fed? Is her house/yard clean or overrun with junk and trash? If not, you’re looking at code violations. In fact, having that many animals is a code violation in many places.

You have a number of options:
- If you live in a neighborhood, try getting the neighbors to rally with you and appeal to her to keep her cats contained.
- Look in to code violations. Contact the police if her yard is a landfill.
- Call your local SPCA and ask for guidance and plead for assistance. You can also contact other rescue organizations in your area (find them on petfinder.com) to ask for help. They can intervene on the animals’ behalf.
- You need some sort of deterrent for your yard to keep the cats away: http://cats.about.com/od/behaviortrainin g/tp/comldeterrent.htm. It’s my experience that the ones that emit sound work well.
